The Commonwealth of Virginia has 133 counties and cities combined, each with varying levels of income, education, and health care outcomes. The human development index is calculated based on the geometric mean of three indexes: Life Expectancy Index, Education index, and Income index. The life expectancy index is simply the life expectancy - 25 divided by 65 years. The education index is the average of the two sub-indexes Mean Years Schooling and Expected Years Schooling. Income index was calculated by taking the natural log of the locality's per person income, subtracting the natural log of 100 and dividing the result by the natural log of 750, roughly.
Because mean and average years' schooling were not available in a county basis, both of these had to be estimated based on statewide estimates. Income data was readily available from the US Census Bureau. Life expectancy data was pulled from countyhealthrankings.org.
The above map shows the estimated HDI of each locality; the darker the green the higher the estimated HDI.
In retrospect, it would have been possible to automate the calculation of these indices using a simple Python script, one of which had been already completed after the fact.
