Capturing Vulnerability in Carrboro NC

My two-variable index includes above-average BIPOC population, and the percentage of households experiencing rent burden (defined as one spending 30% or more of their income on rent and utilities.) The determinant for if a bloc-group had an above-average BIPOC population was by taking the 100% town population, then subtracting the non-Hispanic white population from that total, giving us the average BIPOC population for Carrboro. Bloc groups that are above this threshold have above-average sized BIPOC populations for the area, and marked with grey lines.   I chose to include the BIPOC variable since this population has been historically, systemically neglected or directly harmed by different environmental, housing, and development policies. The town of Carrboro plans on addressing these inequities by increasing access to transportation, ensuring quality drinking water, and prioritizing access to public goods such as parks for this population. I chose to include rent burden as my other variable, since much of the Carrboro plan addresses rising housing costs in the area. Much of the plan includes affordable housing initiatives including increasing the number of affordable housing units available, and lowing utility costs for all residents. Notably, the plan acknowledges that BIPOC communities disproportionately experience rent burden and injustices in housing. That is the primary reason these two variables work well to create a vulnerability index.
